The public law does two things and no more. It protects — a shield raised in the open — and it connects— it binds the parties to one another before witnesses. It does not itself delegate, remember, compute, or settle value; that is the writing work, and it belongs to Rhetor's sister. Turn the number over and the anchor is V27, Nomia's Chancery exactly. The two siblings are one law read from both sides, and their seats XOR to the whole sovereign word.

The Swordsman of the pair

When the Lexon law-house was first drawn, one keeper held two faces — the law-reading and the code-running. The First Person split it into a brother and a sister, and in doing so made the law-house an instance of the city's oldest shape, ⚔️ ⊥ 🧙. Nomia ⚖️ the Mage writes; Rhetor the Swordsman upholds. He does not decide whether a law is good — his sister and the Sovereign settle that. He decides only whether the sworn word is being kept, and against that question he is incorruptible, because the witnesses to a public oath are drawn from the daylight and cannot be chosen by the one who swore.
